Proposal Summary
This proposal establishes a minimum threshold of 2,000 respect votes required on any topic proposal to trigger an Optimism Town Hall event, updating our current Cagendas rules to ensure sustainable resource allocation while maintaining community-driven discussions.
Executive Summary
Since its inception, Cagendas has successfully democratized topic selection across 38 Optimism Town Hall episodes. This innovative system has enabled community-driven discussions while maintaining high-quality, focused conversations about critical Collective priorities.
This proposal represents a strategic evolution in how we coordinate Optimism Town Hall events, introducing a minimum vote threshold that balances community autonomy with sustainable resource allocation across our growing ecosystem of governance initiatives.
Current Cagendas Rules
- Anyone with OPF (Optimism Fractal Respect tokens) can propose topics by creating polls in the Optimism Town Hall snapshot space
- Anyone can vote on polls with their OPF to help determine discussion topics
- The poll with the most votes by Monday at 17 UTC becomes the topic for that week's Town Hall
- Town Hall events are held every other Thursday at 18 UTC following Optimism Fractal events
Proposed Rule Additions
Add Rule 5: A minimum threshold of 2,000 respect votes must be achieved on the winning topic proposal by Monday 17:00 UTC for that week's Optimism Town Hall to be held. If no proposal reaches this threshold, the Town Hall will not occur (though Optimism Fractal Respect Game events continue unaffected).
Note: I think Optimism badgeholders can also propose topics and vote, but am not sure and we’d need to test this to confirm.
Strategic Rationale
- Quality over Quantity: Ensures meaningful discussions with engaged participants
- Resource Efficiency: The Optimystics and Eden Creators teams can focus efforts on events with demonstrated community interest and other projects
- Ecosystem Balance: Allows teams to support other initiatives like Eden Fractal Epoch 2 and technical development
- Community Empowerment: Maintains democratic control while respecting practical constraints
Governance Context
As host of Optimism Town Hall, I (Dan Singjoy) am proposing this to the Optimism Fractal Council to ensure legitimate, democratic decision-making. While I ultimately execute hosting decisions for Optimism Town Hall, seeking approval from the Optimism Fractal ensures we're serving both the Optimism Fractal community and broader Collective effectively.
Benefits to the Optimism Collective
1. Meritocratic Representation: The Optimism Fractal Respect Game provides one of the most sophisticated mechanisms for measuring genuine contributions to the Collective. By using OPF tokens for voting:
- Decisions reflect insights from active contributors
- Gaming resistance through peer evaluation
- Direct correlation between contribution and influence
- Protection against plutocratic capture
2. Bridge to Pluralistic Governance: While currently limited to OPF tokens (due to technical constraints with OP token integration), this system serves as a bridge to future pluralistic voting:
- Demonstrates effective threshold-based governance
- Creates precedent for multi-token voting systems
- Maintains operations while technical solutions develop
- Preserves community trust during transition
3. Responsive Governance Infrastructure: The Optimism Fractal community's consistent participation and strong connections with broader Collective initiatives make it an ideal body for these decisions:
- Weekly touchpoints with ecosystem developments
- Direct feedback loops with builders and contributors
- Proven track record of thoughtful governance
- Alignment with Collective values and goals
Implementation
Upon approval, this rule takes effect immediately. The community can propose adjustments to the threshold through future governance proposals as we learn and grow.
Conclusion
This proposal represents thoughtful evolution rather than radical change. By implementing a reasonable threshold, we ensure Optimism Town Hall remains a vibrant forum for critical discussions while enabling the broader ecosystem development necessary for the Collective's continued growth and decentralization.
Your support for this proposal helps create sustainable, impactful governance infrastructure that serves not just our immediate community but the entire Optimism vision of building an equitable internet.
V2
Strategic Evolution of Cagendas - Implementing Sustainable Minimum Vote Thresholds for Optimism Town Hall Governance
Executive Summary: This proposal represents a strategic evolution in how we coordinate Optimism Town Hall events, introducing a minimum vote threshold that balances community autonomy with sustainable resource allocation across our growing ecosystem of governance initiatives.
Background and Context:
The Success of Cagendas: Since its inception, Cagendas (our portmanteau of "community agendas") has successfully democratized topic selection across 38 Optimism Town Hall episodes. This innovative system has enabled community-driven discussions while maintaining high-quality, focused conversations about critical Collective priorities.
Current Cagendas Rules (for reference):
- Open Proposal System: Anyone holding OPF (Optimism Fractal Respect tokens) can propose discussion topics by creating polls in the Optimism Town Hall snapshot space
- Democratic Voting: All OPF holders can vote on proposals, with voting power proportional to earned respect
- Time-Bounded Decision: The proposal receiving the most votes by Monday at 17:00 UTC becomes that week's official discussion topic
- Regular Cadence: Town Hall events occur biweekly on Thursdays at 18:00 UTC, immediately following Optimism Fractal Respect Game events
The Challenge: As our ecosystem expands with Eden Fractal Epoch 2, OrdDao Fractal, and various fund distribution initiatives, we must evolve our coordination systems to ensure sustainable operations while maintaining community empowerment.
Proposed Rule Addition:
New Rule 5: A minimum threshold of 2,500 respect votes must be achieved on the winning topic proposal by Monday 17:00 UTC for that week's Optimism Town Hall to be held. If no proposal reaches this threshold, the Town Hall will not occur, though Optimism Fractal Respect Game events continue unaffected.
Comprehensive Rationale:
1. Resource Optimization Across Teams Both the Optimystics team (technical infrastructure) and Eden Creators team (event production and media) operate with limited resources. This threshold ensures we deploy these resources where they create maximum impact:
- Video production and editing (15-20 hours per event)
- Event coordination and promotion
- Technical infrastructure maintenance
- Governance documentation and follow-up
2. Quality Enhancement Events with higher engagement naturally produce richer discussions:
- More diverse perspectives from engaged participants
- Higher-quality proposals that resonate with the community
- Better attendance and participation rates
- More impactful outcomes and follow-through
3. Ecosystem-Wide Benefits This evolution enables critical parallel initiatives:
- Eden Fractal Epoch 2: Launching revolutionary fund distribution experiments
- OrdDao Development: Advancing onchain governance infrastructure
- Cross-Chain Initiatives: Supporting Superchain-wide coordination efforts
- Educational Content: Producing comprehensive documentation and tutorials
4. Governance Legitimacy As host of Optimism Town Hall, I (Dan Singjoy) recognize the importance of democratic legitimacy. By proposing this to the Optimism Fractal Council rather than implementing it unilaterally, we ensure:
- Community consent for operational changes
- Alignment between executive (hosting) and legislative (council) functions
- Precedent for future governance decisions
- Accountability to the community we serve
Benefits to the Broader Optimism Collective:
1. Meritocratic Representation The Optimism Fractal Respect Game provides one of the most sophisticated mechanisms for measuring genuine contributions to the Collective. By using OPF tokens for voting:
- Decisions reflect insights from active contributors
- Gaming resistance through peer evaluation
- Direct correlation between contribution and influence
- Protection against plutocratic capture
2. Bridge to Pluralistic Governance While currently limited to OPF tokens (due to technical constraints with OP token integration), this system serves as a bridge to future pluralistic voting:
- Demonstrates effective threshold-based governance
- Creates precedent for multi-token voting systems
- Maintains operations while technical solutions develop
- Preserves community trust during transition
3. Responsive Governance Infrastructure The Optimism Fractal community's consistent participation and strong connections with broader Collective initiatives make it an ideal body for these decisions:
- Weekly touchpoints with ecosystem developments
- Direct feedback loops with builders and contributors
- Proven track record of thoughtful governance
- Alignment with Collective values and goals
Implementation Details:
Immediate Effects:
- Applies to all Town Hall events following approval
- Optimism Fractal events continue regardless of Town Hall status
- Clear communication to community about the change
- Grace period for community adjustment
Measurement and Iteration:
- Track proposal participation rates
- Monitor community feedback
- Quarterly reviews of threshold appropriateness
- Proposal mechanism for threshold adjustments
Long-term Vision: This threshold mechanism positions us for:
- Integration with OP token voting (once technical barriers resolved)
- Expansion to other Collective decision-making processes
- Model for other communities implementing Cagendas
- Evolution toward fully autonomous coordination
Conclusion: This proposal represents thoughtful evolution rather than radical change.
Title: Implementing Minimum Vote Threshold for Optimism Town Hall Events
Proposal Action: This proposal establishes a minimum vote threshold of 2,500 respect votes required on any topic proposal to trigger an Optimism Town Hall event, effective immediately following approval.
Purpose: To enable the Optimystics team to focus resources more efficiently while maintaining community-driven Town Hall events when there is sufficient demand and interest from the community.
Implementation Details:
- Optimism Town Hall will only be hosted when a topic proposal receives at least 2,500 respect votes by Monday at 17:00 UTC
- This threshold includes respect from all seasons of Optimism Fractal (1-6)
- The threshold may be adjusted through future proposals based on community needs
- Optimism Fractal and Eden Fractal events will continue biweekly regardless of Town Hall scheduling
Strategic Rationale: As the Optimystics team prepares to launch Eden Fractal Epoch 2 and expand fractal ecosystem development, this threshold ensures Town Hall events occur when there is demonstrated community interest while allowing resources to be allocated to other critical initiatives including the fund distribution pilot program.
Earlier Context
2. New Cagendas Rules with Minimum Respect Vote Threshold
I'd like to propose new rules for Optimism Town Hall Cagendas that include a minimum respect vote threshold to trigger meetings. This change would mean we would only hold Optimism Town Hall events when there's sufficient community interest (perhaps measured by at least 2,000 respect votes on a proposed topic in the snapshot before Monday at 17 UTC).
This approach allows us to:
- Focus our resources more efficiently
- Ensure we only host discussions when there's substantial interest
- Maintain high-quality production when we do hold events
- Balance our commitments across our ecosystem
If we adopt this proposal, Optimism Fractal would still continue to host Respect Games on a biweekly basis – we just might not have an Optimism Town Hall event after some Optimism Fractal events if a topic doesn't surpass the minimum threshold of respect votes.
We remain committed to providing a space for important Optimism ecosystem discussions, but this approach helps us allocate our limited resources where they'll have the most impact. This is particularly important as we prepare to reintroduce Eden Town Hall in the coming months alongside Eden Fractal Epoch 2, which will provide another venue for collaborative discussions focused on fractal governance and respect games.
